According to the Notice, if the following circumstances are met, the municipal and county people's governments will issue a letter of commitment, and the provincial natural resources authorities will submit an application for land use after review and confirmation and submit it to the Ministry of Natural Resources for approval. "Notice" stressed that does not belong to the fund project, does not make commitments as required, the application conditions are not complete, will not be accepted. Strictly supervise law enforcement, and those who exceed the approved scope or fail to go through the examination and approval procedures for the conversion of agricultural land and land acquisition within the prescribed time shall be seriously investigated and punished according to law and regulations for illegal land use. If the circumstances are serious, the acceptance of land use applications for various projects in the province shall be suspended.
